It seems to me that both are Steller's Sea Eagle (one is immature, about 1st spring). This is a great record.  There are very few records in China in recent years.

Fai Gor, thank you for your comments. It's really difficult to ID the juveniles of Steller's Sea Eagle & White-tailed Eagle; their features are very similar.
