Yes, a Richard's Pipit.
It's still in juvenile plumage- notice that the feathers on the upperparts have dark centres and obvious pale fringes, making it look more strongly marked and contrasting than the birds you might see in winter.
Quite an early record at Mai Po, perhaps this bird has come from the population that breeds on the hills in Hong Kong.
