Not sure, but I would guess Black-faced Bunting, Emberiza spodocephala.

Why not Crested Bunting like the below one?

It does look a bit like crested, but the yellow underparts and streaked face suggest it is black faced. And in general, the black faced is much more common in Hong Kong, crested is a vagrant.
