Yes, they are.

Were they seen from the Ferry? Quite unusual to see them sitting on the water.
How many were there?

Thanks Geoff, yes, they were 4 or 5 sitting on the water, photos were taken on the ferry, 5 minutes before arrived Po Toi., There were Amber Rainstorn Signal at that time. And have strong wind and heavy rain later.

Maybe they were put off by the weather and decided not to fly.
