It's a female Black-headed or Red-headed Bunting. These two are very difficult to separate.
I would say that the bill shape and relatively short primary projection may favour Red-headed for this bird, although the well-marked head pattern (especially contrast between ear coverts and submoustachial) may favour Black-headed.
