It's a Little Ringed Plover.
A Ringed Plover is highly unlikely to be at Long Valley. The habitat is unsuitable. It is usually found in Deep Bay in winter in HK.

Thanks. But this bird doesn't have any golden eye ring. Was it a juvenile little ringed plover?

Yes, this is a juvenile LRP. The pale fringes to the upperpart feathers indicate this.
