My guess is a female or juv. Common Pochard, I am not really sure which one...

ops:...but the bill looks rather dark, do Common Pochards get full black beaks?? Most I have seen have greyish beaks...I know the bill shape is wrong but perhaps a Canvasback x Common Pochard hybrid??
