It may be that this is indeed a released/escaped bird and it has clearly had some sort of tail-damage, but wouldn't it be fair to say it is in otherwise pristine condition, with no obvious soft-part damage, even more so when you look at the other shots posted?

the right part of it's tail is re-growing ,so look like damage/shorter .........it can see clearly in other's photo( hope he will post it soon)
if it's a escaped bird ,the most possible reason for my mind is it don't affraid of people(compare to other wild OHT) ,always come out in front us within 10ft ....
