The underpart patterning is diagnostic for common buzzard - not in particular the dark carpal area (bend in the wing), dark traliing edge to the wing and brown streaked underparts. The photo of the upperparts also shows a pale patch at the base of the primaries (again a feature of common buzzard)
The apparent difference in wing structure is, I think, a result of the angle of the bird and the way it is flying. It looks right for common buzzard.
