I agree with Chuan's comment that this is an important long-term issue, and it is worth sending comments. Tomorrow (30th) is the deadline. At the least, try to complete the questionnaire even if you don't send your own comments.
The document is quite hard to understand in detail, but it is better if more people can be involved in these public consultations, in order to ensure that the government listens to public opinion.
