Yes, this is a Eurasian x American Wigeon hybrid.
Note the whitish rather than yellow/gold forehead and crown extending to the further to the rear of the head than Eurasian and the green patch around the eye.

It may not necessarily be a first generation (F1) hybrid, perhaps there are more Eurasian than American genes but it is not possible to be certain - especially as it is still partially in eclipse plumage.
