Unknown Raptor 不知名猛禽

Taken in Tai Po Kau on 7th Oct. 2006.
There were actually 2 circling up in the sky.
I thought of Crested Goshawk at that time but, the 2nd photo showed that the wings weren't that round.
That confused me so any suggestion for what they were? :?
