I agree that the second individual is a Marsh Harrier - the facial disc is not prominent, the bill is rather heavy, and there is extensive pale patches on the nape.

Brendan I think your individual is also Eastern Marsh, because of the strong bill, poorly marked facial disc, weak white rump, and the nape/breast patches. From the first photo I don't think it's particularly small either, and the second shot shows quite bulky rear quarters. Would expect Pied Harrier to be a slimmer bird!
