The pale bars on the tail being much broader than the dark, and the notably brown streaks on the sides of the chest (rather than blackish) indicate this is a Japanese Sparrowhawk, rather than Besra. It seems relatively long-winged too.

It does appear to be an escape from captivity; however, it may have escaped some time ago, and not necessarily in HK.
