Certainly looks like one, though the pose doesn't allow much plumage to be seen. The tail band is narrow, the bill pattern fits a bird I saw yesterday, there appears to be paler inner primaries and the underwing and axillary pattern fits.

These large gull photos are very useful - please keep them coming. I hope to produce a paper for the bird report on identifying these birds.
