It's a Red-throated Pipit, Pippen.
The dark stripes on the upper back (mantle) are Red-throated Pipit. A Buff-bellied Pipit has a fairly plain upper back (it's not just a poor photo, it really is plain).



Buff-bellied Pipits at Long Valley seem to mix in with the Red-throated.

Look through the Red-throated for one with a plain back, or a different call note - shorter 'tsip' with a definite 'p' at the end.
