Of course this bird MAY be a released bird, but so could almost every bird - it is a completely "unknowable" issue.
There seems absolutely nothing in its plumage or condition to suggest such a thing, and migratory birds turn up in urban situations all the time all over the world.
In fact the number of migrant birds turning up - funnily enough during migration periods - in Kowloon Park suggests there is no real "coincidence" involved; it's just an excellent patch of habitat in a sea of concrete near the tip of a (once) "narrow sandy point" which is still surrounded by a fair amount of water.
