I think law enforcement and public pressure may help to change attitude and behaviour of people who may not care as much as HKBWS.
1. In order to make sure law is enforced when needed, government need to be involved. And as a matter of fact, government usually take action when there is complaints. (bcos of lack of resources!)
2. In order to influence the public, the media need to be involved.
I will urge the society to take action focusing the government and the public.
1. Release the research data to support the need of conversation of terns. Number will help for sure.
2. Make formal complaints to government so this issue appears on their agenda of conversation.
3. Contact media to have some coverage in order to keep up public awareness and concern.
This is only my thought and I hope the society will take action immediately. It will take time as thing will not change overnight so better to start early.
