Shouldn't be.  The mesial stripe is too clear for Japanese.  Some birdwatcher will also mention the length of the tail do not fit Japanese.  This looks like an adult female Besra to me.  The tail does not fit Crested Goshawk, and the size seems to be a bit large for male.
