基金會在1995年開始管理基圍21。在1995年之前，由於這基圍一直以養殖魚類的模式運作，以致基圍內大部份紅樹長期被高水位浸沒。蘆葦生滿了大部份的河道。為了提供潮漲棲息地作水鳥棲息之用，基圍內的植物須要被清除，基圍周邊的河道亦須進行挖泥工程。

WWF took over management of gei wai #21 in 1995. At that time many of the mangrove trees inside had drowned due to its previous operation as a deep water fish pond. Reed Grass has since invaded. In order to create an alternative high-tide roosting site for waterbirds, interior vegetation needs to be cleared and the perimeter channel will be de-silted between July and October 2008.
