Yes, either can be used in HK.
The colour of the nape is the best, most easily seen from a distance.  No other Eagle in HK show this colour on the nape.
The white on the shoulder is a deeper confirmation.  By the time you see the white spots on the shoulder, the colour on the nape should be very obvious.

Outside HK, you need to use both.
