Looks good for Japanese to me

Broad-based , but pointed wings and shorter tail

The first photo shows six fingers and seems to show a rather pronounced supercilium. I vote for Eurasian Sparrowhawk.

Seemed rather small for Eurasian from previous experience, or is there strong variability in size depending on subspecies?

Ther may be some variability according to subspecies, but probably more difference related to sex. Male raptors are usually much smaller than females. Compared to the crow, I don't think this bird is as small as Japanese - I agree with Eurasian.
