Plain Prinia 純色山鷦鶯?

The photos were taken on 12 May 2014 in Wetland Park.

Few evidences guide me to believe it is a Plain Prinia: short supercilium in front of eye, brownish upper part, white belly, long tail and living in water side, but it seems that they are not residents here in summer.

Are they Plain Prinia?

Yes, they are Plain Prinia for the reasons you mention.
I'm not sure where it suggests that they are not present in summer - Plain Prinia is resident in Hong Kong and breeds commonly in the Deep Bay area (presumably including the Wetland Park).
