Helping a Japanese friend to Chebaling

A Japanese photographer (cannot speak Chinese, but English OK) would like to go to Chebaling to photo Blyth's Kingfisher. Do anybody know the phone number of the operator in Chebaling? Is there anybody willing to take him there for a few days (I assume he will pay the transportation and lodging)?

What is the situation of Chebaling these days? Is Blyth's Kingfisher still common?

Thank you, but can't find Chebaling on its Nature Reserve list.
I checked the maps, the boundary of Chebaling Nature Reserve seems have been altered. The latest maps seems to include only areas to the north of the main stream that used to be the core area for Blyth's Kingfisher and White-eared Night Heron. There seems to be no birding report from Chebaling for a while.
