It's a Black Drongo. The tail looks unusual because the outer tail feathers are only partly grown. In a few weeks these will be longer and will form the familiar forked tail. Because of the shape of these feathers, they can often give this 'stepped' look to the tail while they are growing.

I think it's a moulting adult rather than a juvenile.
