Saker Falcon or???

Saker Falcon or???

The office recieved an email asking for identification of this bird this morning.
The photos were taken in HK East. The bird appears regularly in the morning from 7:30-8:00am (almost 3 days in a week).
I think it could be a saker falcon but I'm not sure. Would experts please help identification of this raptor?
Thank you very much!

It's a Peregrine Falcon of the local breeding race. Note how dark it is.

Sakers are basically brown above, and the moustachial strip is usually rather weak, and separated from the eye.
