In Hong Kong, Gulls are generally winter visitors, and their breeding range stretches from Kamchatka through Mongolia to Tibet. Gulls do not seem to breed in Hong Kong for a variety of reasons, but they do congregate in large numbers in NW and NE Hong Kong from October to April.   Hope that helps - and maybe experts can enlighten us  .
