It is a harrier, but to be honest, I'm not sure which one. Although it looks superficially like a juvenile, it is clearly not as it is in primary moult and the secondaries are slightly worn and messy, so it is probably a second winter bird. The lack of pale markings around the head and on the leading edge of the wing, plus the general richness of the underpart colouration (rather rich brown) suggest Pied Harrier, but I'm not sure that it is not just an unusually warm Eastern Marsh. Do you have an any pictures showing the upperparts?

Difficult! To be honest I'm still not sure, but the pale rump and especially the strong greyish tones to the primary coverts and inner primaries must all strongly favour Pied. I can think of no plumage in Eastern Marsh where the primary coverts are grey and unmarked (males would have grey pcs but I would expect them to show obvious black spots). Sturcturally it looks good for Pied but I'm concerned that the moult is making it appear more narrow winged.
