No, I don't think this is a Meadow Bunting. I think it is a 1st winter Chestnut-eared Bunting. It appears to have some chestnut on the lores, whearas a female or immature Meadow Bunting would have a more greyish face with more outstanding black super and crown stripe. It is a relatively common summer visitor to upland boggy areas of grassland in Japan. Sean Minns Hiroshima
