Bird Deterrence Device 驅鳥器

For members' information and discussion. We received a fax from a school teacher on environmental education. It mentions a competition on design of "Bird Deterrence Device" to avoid Avian Flu.
We hope this would draw members' attention of the attitude towards avian flu.
When we watch birds, we keep good distance from birds and the chance of picking up anything from birds is very small. There hasn't yet any reported case of catching avian flu through watching birds. The competition of "bird deterrence device" is a negative example of teaching young children to value of Life and to respect life.
The device might disturb, injure or kill wild birds and this could commit an offence under the Wild Animal Protection Ordinance, Cap 170.
A presentation ceremony will be organized on 30 April, follow by a two-day exhibition on 1 and 2 May at the school.

救命呀！
「驅鳥器」會不會成為「打鳥器」或「捕鳥器」呀？
那張海報是一群小朋友用網捕捉雀鳥！
這般強調禽流感和不當的宣傳，只會誤導小朋友令他們害怕及憎恨野生動物，更會 變相鼓勵和支持他們傷害大自然各種動植物！
禽流感的真正元兇是野鳥嗎？！
救命呀！
唉，嚇到Earlybird在下午立即出來，等不到早上有蟲吃才出聲！

suggest to contact resp. from the school immediately and arrange necessary presentation and education function whenever appropriate so as to let the students know the truth.

Being a student, I think not many school would promote such project.

以前我們讀書的時候，曾學過一個以人類為中心的分法，將昆蟲和雀鳥分為益蟲和 害蟲、益鳥和害鳥。者師說益蟲要保護，因為對人有利；害蟲要打死，因為對人有 害。
這種分法固然有其用處，可以防止疾病傳播，可以減少農作物損失，但是如果推得 太盡，會令大自然失去平衡，到頭來人類便會自作自受。半個世紀前大陸全面打殺 麻雀，造成蟲害連年，農作物歉收，便是一個很好的教訓。
可是這種短視的分法到現在仍然十分普遍：有人在野外見到蛇和野豬便嚷著要打死 ，認為這是為民除害，舉辦「驅鳥器設計比賽」的動機，相信多少也和這種心態有 關，再加上數月前防治禽流感的措施，難免會有人將野鳥當作害蟲一類，要除之而 後快。
雖然我們不認同這個比賽，但是相信主辦單位也是出於好心，希望大家有一個健康 的生活環境，所以不應深責。大家都是成年人，我們不敢說要給人甚麼「教育」， 而是應該提供正確的資訊，讓他們了解人類、野鳥、禽流感和生態平衡之間的真正 關係，並且教育學生如何好好的欣賞和對待大自然。

看到這段消息後，第一個感覺是很「震驚」，其次是「痛心」。為的不是雀鳥可能 面臨小學生製作的工具被驅趕，而是教育工作者無知、短視、不客觀和不求科學， 影響的是學生的全人成長。
禽流感新聞帶來的是驚恐，以為所有野鳥如家禽一樣會傳播禽流感，儘管國際及自 然保育機構、醫護人員等提出禽流感主要傳染途徑是與家畜緊密接觸、全球從未有 因觀鳥感染禽流感病症的案例、野外狀況正常等觀察結果等，仍沒法抵銷這種恐慌 。
影響最大的，可能是我們的孩子。
現在林村公立黃福鑾紀念學校便是一個負面的例子：人與鳥矛盾，學校教導學生作 為自然征服者，以「禽流感」理由去驅趕鳥類。
人是自然的一個部份，人與環境存在著共命運和互相依存的一面，而不能僅把人看 作是自然的征服者。光從一學校鼓勵學生「啟發創造力」、「懂得應變」，製造驅 趕工具，暴力地對待生命這一點來講，實在是負面效應。如果行動中如果傷害了雀 鳥，確實值得決策層認真考慮。
學校教育能培養引導學生要有人文關懷意識，對大自然要有親近博愛的情懷，學會 人與自然的和諧相處，尊重、愛護、保護弱小生命，增強環境保護意識和責任心。 學生從關心環境、關心鳥類等野生生物到關心人類的生存環境的學習過程，成為一 個有責任感的人。學校不但是傳授知識的場所，亦是塑造學生個人品格的地方。
學校置於社會之中，每天面對著各種挑戰，教師應搜集各種資訊，充實自己，從正 確角度去導引和培養學生的社會責任感，專重自然，關注和珍惜生命，促進健全學 生人格的形成和發展。
「驅鳥器設計比賽」不但不能達到致力培養學生成為「好公民」的目標，這項活動 ，還將教育和創意盲目地扭曲，回避科學和客觀析，淡化現實的問題關係。恐怕影 響孩子將來凡事都以「征服」的心來處理，試問這能培養孩子的健康的人格和情感 嗎？
少年是人生觀、世界觀、價值觀形成的重要時期，幫助孩子樹立正確的觀念，來得 實際和迫切。作為教育界，實在值得檢討。

My friend's son work in this school, he said that his headmaster design this topic for the open day(30/4 & 1/5).
Many teachers think that this topic is out-dated and don't agree with this competition, but they can't do anything.(Cos the headmaster will not listen to others' opinion)
So, this is not the fault of the teachers.
Moreover, the headmaster found that there is a bird nest over the tree in the school playground, he will destroy it later to avoid the risk of the flu. 
This man is black - hearted, he don't love any animals at all. He is one of the 委任區議員 in HK. What a pity!

The issue shows a lack of knowledge of the front-line education staff (headmaster? teachers?). More support should be provided to these people to change their mindset. Could greengroups or bird watching society consider providing the school some useful reference or education material?

【明報專訊】大埔區一間小學近日向區內各中小學發起一個名為「驅鳥器設計比賽 」，旨在驅趕雀鳥，減少雀鳥散播病毒，宣傳海報更展示雀鳥被網阻隔，似被纏困 的情况。環保人士對事件表示「痛心」，擔心「為人師表」向學童灌輸錯誤信息及 價值觀，誤以為人鳥不可並存，趕走雀鳥是理所當然的。
副校長﹕本意防禽流感
發起有關設計比賽的小學，其副校長昨日接受查詢時，承認「驅鳥器」的名字，和 海報的圖像設計，可能惹人誤會，予人將雀鳥「趕盡」的感覺，校方將作出檢討， 將來小心處理。
該名副校長解釋，因校內的樹木吸引雀鳥聚集，令操場有不少雀糞，且今年初亞洲 地區受禽流感威脅，有專家認為傳播途徑可能與候鳥或留鳥有關，故校方有意研究 在樹上掛一些反光物體，或會移動的物件，減少雀鳥聚集。
「誤導見鳥便要驅趕」
她強調，教師向學生講解設計比賽時，清楚說明大前提是受禽流感威脅，要避免接 觸雀糞受感染。
該校除了安排校內高年級學生全體參加「驅鳥器設計比賽」，同時於上月底向大埔區內中小學發信邀請，共同參賽，比賽並已於本周三（21日）截止。但校方未透露一共收集到多少參賽作品。
觀鳥會項目主任馬嘉慧形容﹕「教師這樣教小朋友，令人很痛心。」她指人和雀鳥 可和諧共存，校方適當地進行清潔，已可解決鳥糞問題，但所謂的「驅鳥器」，隨 時違法損害野生動物，且會令學童建立錯誤的觀念，以為看見雀鳥便一定要驅趕， 人和雀鳥是必然敵對矛盾的。
鳥友指學校濫用創意
馬嘉慧又指，H5N1禽流感的傳播渠道主要是家禽，事件反映教師對雀鳥缺乏認識， 該會願意向校方提供資訊渠道。
不少鳥友前日在網上得悉事件，紛紛回應，有指學校濫用創意及集體創作﹔有擔心 學童將「驅鳥器」進一步看成「打鳥器」或「捕鳥器」﹔亦批評海報有如一群小朋 友在捕捉雀鳥，信息錯誤。

As I mention before, this is the headmaster's fault. He is the one who need to be re-educated. Thus, their school does not have enough students to apply for the P.1 under his leadership.

對事不對人，在未完全了解事件的詳細始末之前，不宜根據道聽途說的資料，便去公開評論某人的對錯。
如果知道有人要破壞鳥巢，請直接向漁護署舉報。
觀鳥會今天已向大埔環保協進會提供一套資料，介紹鳥類保育和禽流感問題，由該會與校方跟進。
