from Standard :

http://www.thestandard.com.hk/news_detail_frame.cfm?articleid=48738& intcatid=42

Encephalitis suspect in Yuen Long
Sylvia Hui

A New Territories man is suspected of having contracted Japanese encephalitis, the Centre for Health Protection said.

The 45-year-old lives in Palm Springs, Yuen Long, and lab tests are being conducted to confirm the diagnosis. If confirmed, it would be the second local case of Japanese encephalitis this year.

Results of the laboratory tests are expected within a day.

The Food and Environmental Hygiene Department has carried out vector surveys and mosquito control measures near the patient's residence.

The man, a Hong Kong resident, became ill on June 8. He developed symptoms including fever, headache and drowsiness. He was admitted to the North District Hospital and was later transferred to the Pamela Youde Nethersole Eastern Hospital where he is in a critical condition.

The patient has not travelled outside Hong Kong in the past three months. The centre's medical staff have visited the patient's four household contacts and put them under medical surveillance.

They did not have any symptoms of the illness.

Relevant departments will take action in the event the case is confirmed.

``If proven, the case would prove that Japanese encephalitis is a very serious threat indeed,'' medical constituency legislator Lo Wing-lok said. ``It would mean that the disease has spread from west Kowloon to west of the New Territories, affecting a much larger area and population,'' he said. The dengue fever outbreak last year also originated from these two districts.

``These are the high-risk districts and the government must step up its pest control measures.''

Seven cases of the disease have been reported since 1992, and earlier this month an Indonesian domestic helper living in Kwai Chung died of the disease.

Japanese encephalitis is transmitted by Culicine mosquitoes that breed mainly in rural areas.

Mosquito levels in the territory have increased in recent months.

The overall mosquito index reading for last month was 31.6 per cent, a significant increase from April's 11.9 per cent. The index for the same period last year was just 17.1 per cent.

The mosquitoes breed in waterlogged fields and marshes.

Removing stagnant water helps prevent them from breeding.

As a resident in Palm Springs and a birdwatcher, I think I can share my views with you on this piece of news.  If you can remember that there was a similar case of JE a few months ago who was a resident of Fairview Park, it's no surprise that it will happen again in the neighbourhood.
JE is endemic in our neighbouring countries.  JE virus needs ampliflying hosts, commonly pigs and unfortunately our feathered friends, like herons, in its natural cycle.  It is well known that these two elements are around this area, and so possibily is the virus too.
The first case in Lai Chi Kok is more alarming since there is no pig farm within 2km.
Vaccination on pigs and anti-mosquito measures together with public awareness are the only ways to prevent a major outbreak in human.
I think to avoid being bitten by a mosquito is always a wise thing to do (esp during dawn, dusk and night).  Good luck and happy birding!

Japanese encephalitis comes to the headline. Egrets at Mai Po are implicated because they are the natural host to the virus. Some authorities said that birdwatching could be dangerous.

why the government has to accuse the birds for spreading JE in such a high profile? To cover up their failure in mosquitos preventive measure?

Or....provide an excuse of property developers to "clean up" lands near Mai Po/TBT, and build up a "well-managed" estate to prevent JE?

Well, there appears to be some difference among the reports from different newspapers.  I believe the apparent "high profile accusation" may originate from some of the news reporters / editors rather than the government.

AFCD's monitoring found Japanese encephalitis antibodies in up to 60 to 70% of wild birds, which means that they have been infected by the virus previously. The affected birds are mainly egrets, herons and crows.
