綠色旅遊＝生態旅遊？ Green Tourism = Ecotourism?

「綠色旅遊」＝「生態旅遊」？ Green Tourism = Ecotourism?
昨天（18/2/05）參加了「綠色旅遊發展計劃」的諮詢會，各主持人之間對何謂「綠色旅遊」有不同的解釋，有人說「綠色旅遊」比「生態旅遊」含義更闊廣，也有人說「生態旅遊」比較注重學術研究，只適合少數人的興趣。究竟甚麼是「綠色旅遊」，它和「生態旅遊」有何分別，我到最後也搞不清。回家從網上搜集了一些資料，放在這裡供各位參考討論。
甚麼是生態旅遊？
2002年5月，來自132 個國家的代表在加拿大魁北克市舉行了世界生態旅遊大會，會後發表了《魁北克生態旅遊公告》，文中指出生態旅遊除了是「可以持續」(sustainable）的活動之外，還有以下幾個特點：
＊ 要主動保護當地的自然和文化遺產
＊ 讓當地及原有社區參與旅遊活動的規劃、發展和運作，並讓他們受益
＊ 向遊客解說當地的自然和文化遺產
＊ 較適合個人及人數不多的旅行團
《公告》還提出了多項對政府、民間組織、私人機構等的建議。
此外，聯合國環境規劃署（United Nation Environment Programme）也有一個解釋生態旅遊的網頁：About Ecotourism（關於生態旅遊）。
甚麼是「綠色旅遊」？
和生態旅遊比較，「綠色旅遊」似乎還未有很清楚明確的定義，網上找到的資料顯 示「綠色旅遊」是旅遊業界對「可持續旅遊」的解釋，目的是要減少旅遊業對環境 的影響。在這方面英國蘇格蘭旅遊局有較多的解說，而當地亦有「綠色旅遊業獎」 。相關資料如下：
甚麼是綠色旅遊? What is Green Tourism?
綠色旅遊是用來形容旅遊業界中的最佳運營模式，包括運營效率、環境管理、廢物 處理、交通以及其他如社會責任和生物多樣性等問題。
Green tourism is a term used to describe best environmental practice within the tourism sector. It covers issues such as business efficiency, environmental management, waste, transport, as well as topics like social responsibility and biodiversity.
可是，這個網頁竟然片面地將「生態旅遊」曲解，指它是利用大自然作為營銷手段 的不負責任商業行為！
Green Tourism & Eco-tourism：Green Tourism differs from eco-tourism as Green Tourism businesses must make efforts to reduce their impact on the environment and may not use the environment or nature as a marketing tool. Ecotourism businesses use environment and nature as a marketing tool and may not be making efforts to reduce their impact on the environment.
Green Tourism Business Scheme （綠色旅遊業分級制）
The Green Tourism Business Scheme was developed by VisitScotland, with assistance from Highlands and Islands Enterprise and Scottish Enterprise, to help businesses working in the hospitality sector achieve efficiency and marketing benefits by managing their environmental responsibilities.

此外，國際海島發展議會（ISULA, International Scientific Council for Island Development）也對各種形式的旅遊提出定義：
「綠色旅遊」以景觀為主，並揉合人文和自然素材，在鄉郊或自然環境中進行，目 的是要融合本地居民和遊客，接待遊客的工作主要由本地居民負責。「綠色旅遊」 介乎「鄉郊旅遊」和「生態旅遊」之間，但是由於旅遊業市場分割日益精細，令這 個詞的意義變得模糊，已經日漸少用。
Green Tourism：This is a form of tourism in which the landscape plays the leading role, as a meeting point where human and natural variables converge. It is a kind of tourism that is linked to a rural or natural setting, where the aim is to integrate visitors and the local population. In fact, the local population plays a vital role in receiving tourists. It is a term that is half way between rural tourism and eco-tourism, mentioned above. In fact, it is term that is being increasingly ignored because of its vagueness in the face of the progressive segmentation of the tourism market.
雖然到處都人有利用「生態旅遊」作為幌子「掛羊頭、賣狗肉」，但是在國際上「 生態旅遊」有非常清楚的定義和內容，對這方面稍為有一點認識的人大概都知道甚 麼是理想的「生態旅遊」。
「綠色旅遊」也是一個很吸引的名詞，一望便能帶出自然山水和環保的聯想，但是 它的內容究竟是甚麼？和「生態旅遊」有何分別？似乎沒有公認的答案。「名不正 則言不順」，如果要以「綠色旅遊」作為發展目標，首先就要搞清楚它的基本概念 和定位，才不致會人云亦云，迷失在一些文字遊戲之中。
當局打算利用原有資源發展旅遊業，對本地旅遊業界和原居民都會帶來好處，計劃對當地的基本設施、觀光路線都有比較清楚的說明，但是對生態方面的分析則似乎有點粗疏，例如當地有那些生態敏感地區？旅遊會帶來甚麼影響？如何監察防止破壞？當地的承載能力（Carrying Capacity）有多大？這些問題都沒有清楚的交代。
無論說是「生態旅遊」也好，說是「綠色旅遊」也好，我都希望最終舉辦的旅遊團 能夠真正符合「生態旅遊」的內涵，讓人與自然都能從中得益。
