Let me help the 1st question, I will leave the rest to experienced bird watchers and photographers.   Since July 2003, Tsim Bei Tsui was designated as a restricted road to all traffic. The restriction starts at the top of the hill next to the Tsim Bei Tsui Marin Police Post. Actually birds can be seen when you are on your way to Tsim Bei Tsui.
