Let me make it clear I’m not passing myself off as an “expert”.  I agree that inconsistencies in scientific names can be confusing.
 
Collared Scops Owl is known as Otus bakkamoena in the "Avifauna of Hong Kong" (published 2001).  In old editions of “Birds of Hong Kong and South China" (e.g. 6th edition, 1994) it is Otus lempiji.  
 
The Oriental Bird Club “Annotated Checklist of the Birds of the Oriental Region” (1996) goes into detail about why and how researchers differed in opinion as to whether Collared Scops Owl was one species, or two, or more. Since DNA analysis became a reality in the early 1990s the species/race debate has become more intense. There is a general scientific trend towards “splitting”, that is, turning races into full species.
 
What ornithologists previously considered "races" of Collared Scops Owl are now considered full species. Both Handbook of the Birds of the World Vol. 5 (1999) and “A Guide to the Owls of the World” (1999) refer to the southern China Collared Scops Owl  as Otus lettia.  Otus bakkamoena now refers only to Indian Scops Owl.  Some scientists think bakkamoena and lettia call sufficiently differently to merit “splitting” and others do not. Somewhere in northern India there is now a magical line that separates the two “species”.  Just be grateful you don’t do your regular birding around there!    
 
Otus lempiji (Birds of HK and South China,1994, remember ?) has now become “Sunda Scops Owl”. The Sundaic Region includes southern Malaysia, Sumatra and Borneo.  Did all our Collared Scops Owls pack up and head south?  Of course not!
 
The lesson is that the birds may remain the same, but the names change with the tides of ornithological opinion.  Don’t worry be happy!
