Four pictures of the same individual.  In the latter two bill and leg colour are obscured by mud.  There were no other large gulls around for comparison.  
 
Based on the pale grey mantle, light head streaking, white mirrors in dark wing tips, and pinkish legs, I think this is a "mongolicus".  
 
However, I am ready to be corrected!

I'd be tempted to just call it 'Herring Gull' ...

As John says, it's a Yellow-legged Gull Larus (cachinnans) mongolicus.
 
In addition to the pale upperparts, the following are important features:
 
1. large white mirror near the tip of the p10, the outermost primary
2. extensive black on the wing tip, reaching toward the primary coverts and also including p4 and possibly p3
3. dull pinkish legs (despite the English name used, Chinese birds never seem to have truly yellow legs)
4. completed primary moult: p10, the outermost, is fully grown. Heuglin's Gull at this time of year will still have the outer few primaries yet to grow fully.
