York Chow, Secretary for Health, Welfare and Food said Hong Kong may be closed to visitors from areas with bird flu outbreak in the local community. On the other hand, Hong Kong may be quarantined if an outbreak occurs here.
The HKBWS warned that since bird flu has spread to Siberia near the Tula Region, the Government should tighten precautionary measures because migrating birds may bring the disease to Hong Kong. Ducks and gulls carry the highest risk.

【明報專訊】昨晚剛由北京飛抵昆明訪問的衛生福利及食物局長周一嶽，首次表明 若內地或其他國家出現「禽流感社區爆發(人傳人)」，香港可能會暫時封關，禁止 當地遊客來港﹔反過來說，若本港社區爆發禽流感，特區政府亦可能封關阻港人外 遊，以免禽流感擴散。國家衛生部副部長黃潔夫指同意及支持本港觀點。
觀鳥會警告﹕西伯利亞5萬候鳥 或帶病毒飛港過冬
【明報專訊】歐亞地區近月相繼爆發禽流感，俄羅斯圖拉區於周三亦「失陷」。毗 鄰圖拉區的西伯利亞，每年這個時候都約有5萬隻候鳥飛到香港后海灣過冬。香港 觀鳥會警告，野鴨和海鷗是高危候鳥，可能會在西伯利亞感染禽流感病毒後來港， 呼籲政府嚴防。
