Title: Unknown Raptors at TBT

While walking away from TBT two days ago, two raptors flew above my head. They were definitely NOT black kites. One looked like Buzzard but I could not identify it. Its bottom side was very light (white plus light brown). The convex tail was like a fan instead of the concave V-shape as for black kite. The other one looked like a falcon but I could not identify it too.

The were very close together. Probably they were chasing each other or they were fighting. They were only less than 10m above my head.

Did anyone experience this? What can these raptors be?
