Where is ¨ª®|?? do you mean Tai Po Kau?? You can not see any water bird in Tai Po kau, becuz it is a forest.

bfspoonbill is right. i just went to  ¨ª®| today and i cannot see any ¤ô³¾ there. i thought maybe it is because  too many travellers there, no matter day and night.  :P

Yep, Hong Kong park is a good spot for Black Cap Night Heron. So is Kowloon Park. Try to get there early in the morning and dusk. In fact, local urban parks have a lot of common birds including but not limiting to:

Crested Bulubl, common tailorbird, koel, chinese bulbul, black collar starling, japanese white-eye. sparrow, blue mapie, mapie robin, rock pigeon, spotted doves, etc.

Of course, if you are lucky, you can see some real rare birds there like black cap kingfisther.

BTW, I suggest you join HKBWS for tours. There are a lot of experienced birds (not me!) there who could open your eyes. If you could not afford a spotting scope, you may wish to get a digitial camera (Nikon Coolpix 4000 series is the most common)  and lend other's scope when available.
