You are correct - it is a Black-winged Kite.  The other name is Black-shouldered Kite.

The status in Hong Hong Kong is a little unclear. It may have bred two or three years ago, but even if it did not it seems possible to see this species in Deep Bay in almost any month.  

However it is not at all common - I don't think more than two have ever been seen together.
