I think it is a female Hen Harrier.

The underwings are more heavily barred than, for example, Eastern Marsh Harrier, and the white "Ring Tail" is a distinctive feature, shown clearly on the fourth photo.

"Birds of Hong Kong" by Viney, Lam and Phillipps goes into quite a lot of detail concerning local Harrier identification.

Where in Hunan did you take the photos ? Any other good birds there ?

These photos were taken in Linwu, Hunan.

People lived in Linwu told us that there are many birds there during bird migrate. Birds often bumped to some building with light when weather is bad such as a foggy night. We went to there from Oct 1 to Oct 6 and the weather is very fine. We saw few bird there Perhaps we went to wrong site.

I think that this is a Pied Harrier juvenile.

Reasons are the strongly chestnut underparts. This is a feature of juvenile Pied rather than Hen Harrier in Eurasia, though confusingly it does occur in the North American race of Hen.

The uppertail coverts are white which would fit either hen or Pied (rather than Marsh) but quite narrow which points more to Pied.

The silvery tone to the primaries on the underwing is a good feature of Pied, Hen tends to show a more even underwing colour (ie not such a contrast between primaries and secondaries.
