I agree.

The bill is short and finer at the tip than even the smallest whimbrels and the pattern of stripes on the head is even stronger than whimbrel - the pale stripes are generally broader on Little Whimbrel, than on Eurasian Whimbrel.

I think that this is a whimbrel with a damaged bill.

Although there are no other birds in the photo for comparison, this appears to be fairly large. The ground colour is greyish, whereas little whimbrel would be more buff. The legs are rather broad and greyish-blue, whereas little whimbrel should be thinner and pinker.
The head pattern is also more similar to whimbrel - little whimbrel typically seems to show a buffer supercilium, weaker eye-stripe and stronger lateral crown stripe. Also, little whimbrel should appear longer winged/tailed, shorter legged and thinner-necked.

The bill is clearly unlike most whimbrel, but is also unlike little whimbrel, which would show a thinner, straighter bill with a slight downward curve towards the tip. The uneven curve and change in width suggest that this bird has damaged it's bill during growth, resulting in a short and rather deformed bill.

The overall impression given is certainly very odd and enough to cause a double-take on seeing the bird!
