Title: Unknown raptors in Tiu Keng Leng

A friend of mine who lives in Tiu Keng Leng has described seeing a pair of large raptors soaring around the Ocean Shores development there. She says that they are larger than black kites, and that the kites avoid them, but I don't have any further details. Can anyone suggest what they might be?

Maybe White-bellied Sea Eagles?
