Is it a junvenile white-bellied sea eagle?

This is certainly a Wb Sea Eagle, but not "juvenile" i.e. first plumage after being a chick in the nest. Without consulting references it is certainly "immature" i.e. not adult, but what age exactly I don't know. Eagles like this take around five years to get full adult plumage.

Yes, so the bird in the picture should be some 3 to 4 yrs old.
