Message from Mr. K.M. Law of AFCD about the joint cooperation betwen AFCD and the Lok Ma Chau Police on 29 May. The message is in Chinese, which is briefly translated as below:

"Two illegal fishermen were arrested and their equipments were confiscated. There is some signs of reduce in number of fishermen in these days.

It was found that the fishermen were arranged by seafood merchandisers there. The mudskipper were sold at a higher cost (around RMB 11-12 per catty), some were exported to Taiwan.

AFCD will keep close monitor to the situation, arrange patrol and confiscate fishing eqipment. In order to reduce destruction made to Mai Po Inner Deep Bay Wetland, they will closely communicate with the HK Police Force and if necesary, carry out joint action to arrest the fishermen or to chase them back"

HKBWS welcomes the action of AFCD and Police in arresting the mudskipper collectors.

We also welcome AFCD reporting the outcome on this bulletin board and offer congratulations for the success of the joint operation!

However we believe that this problem will not be solved by one successful enforcement action.

We would welcome a regular report on the number of mudskipper collectors observed by AFCD or even the Police (The mudskipper collectors are illegal border crossers and have a history of threatening and even assaulting AFCD staff!).

We would also urge HKBWS member to continue to report sightings of mudskipper collectors and post evidenceon the bulletin board - both pix and reports of numers of collectors.

It is interesting to discover that the mudskipper collectors are organised by seafood merchandisers. While there is money to be made the mudskipper collectors will keep trying to come to HK mudflats unless it becomes unprofitable (confiscating equipment by AFCD and Police is a good way to reduce profitability of collecting mudskippers in HK)

I would like to ask AFCD if the mudskipper collectors are also being charged under Cap 170 for disturbance to birds in the Ramsar site?

I would also like to know how HKBWS can further assist AFCD and HK Police in eliminating the problem of mudskipper collectors which has continued over many years.

I have written a letter to Ms Liu Sao Dong, urging her to take action about this problem. I emphasized the importance of tackling this problem by having liason with the Chinese authority. It seems to me that no matter how hard our police/AFCD colleagues may try, without the joint effort from the Chinese officials, our effort would still be futile.
