The Fish and Wildlife Service's Migratory Bird Program has recently
released the Service's Migratory Bird Program
strategic plan entitled  "A Blueprint for the Future of Migratory
Birds".  This important document is now available at:
http://migratorybirds.fws.gov/mbstratplan/mbstratplan.htm

The USFWS internet connection has been restored but it may be
short-lived, depending on the litigation with the
Department of Interior.   I would encourage you to access the document
as soon as possible.
