12/7/04

Following instructions from the Food and Environmental Hygiene Department to control mosquitoes, the Home Affairs Department has completely uprooted a reedbed near Palm Springs, Yuen Long. The area affected is as large as two football pitches. Unfortunately, this also destroyed the homes of many birds.

The problem of mosquitoes breeding in wetlands in the New Territories, especially in abandoned / unmanaged farms and government land, has raised many concerns.

I have checked the Outline Zoning Plan zoning of this area and it is zoned Other Uses (Comprehensive Development to include Wetland Restoration Area).

As such I think that there is a good case for arguing that the current works (which are destroying the wetland) do not accord with the OZP zoning and that Planning Department should take enforcement action to have the current works halted, at least until it can be shown that they are legal.

I suggest that HKBWS could usefully take this up with Government - AFCD in the first instance?
