A member reported to us that at about 2 pm on 27 February 2005 (Sunday) two mudskipper collectors came out of the mangroves close to the Mai Po boardwalk hides and flushed the entire congegation of 10,000-15,000 waterbirds including 15 Dalmatian Pelicans from the mudflats.

Let's hope AFCD take action promptly so that Deep Bay can be kept free of these unwelcome people.

In the morning on 09/4/2005 just before the high tide coming, a mudskipper was seen skaking across the mudflat right in front of the boardwalk hide . >:( >:( >:(

At least 3 mudskipper collectors were appeared at the mudflat before and after the high tide today. >:(

For the past weeks the mudskipper collectors are spotted almost daily outside the boardwalk hides early in the morning before the high tide sets in ...  

It's up to the law reinforcement authorities to act proactively if they think appropriate. Reporting to the police by people using the hides is just one way and is a rather passive approach. Remember mobile phone coverage or the lack of it in those hides is the key problem. Not all mobile users have roaming service anyway.

What about having a wireless hotline installed in the boardwalk hide of both locations?!

they will come and "collect" at night if they found something look "valuable" for them.

u may see from the footprint, they always come to BH for rest or something else we don't know. may be at night or may be daytime while no people out there...

Yes! I agree with KK that reporting to the police when we see them is a very passive way. In fact, the police and the AFCD already know the appearance of mudskipper collectors at the mudflat very well. If you are at the Tsm Bei Tsui jetty, you will see all the activities and movement of the Mudskipper Collectors very clearly.

Whether the problem can be solved is solely depending on the law enforcement authority to act proactively.

Remember also, that you can't call 999 when your mobile phone has roamed to the mainland.

You need to call a Police Report Room number or AFCD number.

Yesterday (April 13th at around 0945am) I saw the same woman who has been photographed this week collecting mudskippers, washing her traps, and then hiding them in the mangroves close to the Cathay Hide.  

Since she is there every day why not send an AFCD warden to sit in the hide and watch where she hides the traps and then go to confiscate them, or even send the police too, to catch her.

The public has done its part to inform the Administration about a persistent problem. When will the Administration use its authority and resources to address it?

Let me repeat the answers from AFCD staff through report hotline some months ago:-

- There is already regular (scheduled) patrol.
- It's useless to send staffs there now (immediately). Mudskipper will go away after hearing the noise of the engine.
- We shall keep eyes on this during the regular patrol.

The last sentence from earpiece was "bye bye".

It was clearly stated in WWF HK's web site that "The Mai Po Nature Reserve is a restricted area. Entrance without prior permission from the related Hong Kong SAR Government authorities as well as WWF Hong Kong is strictly prohibited and may lead to your arrest and possible prosecution by Hong Kong SAR government officials."

It's a matter of enforcement by the authorities concerned. There is absolutely no excuse!!! ;D

I'm planning to source a way to take that mudskipper board from SZ.  I guess it won't costs too much and no concern of arrest or anything can get really close to the birds and somewhere we never explore..

so one day u bird watch outside and find a mudsikpper face look familar, don't be surprise and remember take some good photo for me..!!! thanks in advance.. ;D

I am a bird watcher from Taiwan who visits Mai Po and other Hong Kong bird sites on a regular basis. You are indeed very fortuitous to have the number of good sites in such a small and heavily populated area. Without doubt, the jewel of Hong Kong's crown is the Ramsar site and birders from all over the world know about it.

I understand shorebird numbers dropped dramatically last year and there is an overall declining trend in the longer term.

It is therefore imperative that every conceivable effort should be made to protect the site. Disturbance is one of the easier threats to address, more so than external pollution or other problems in other countries in the flyway or wintering grounds. The mud skipper collectors are undoubtedly causing disturbance and do not forget, taking wildlife from a protected site that would otherwise be available to other wildlife higher up the food chain. There is a knock-on effect which is overlooked.

I believe it comes down to one simple fact that the Hong Kong government is not serious enough about the protection of wildlife in the Ramsar site. It is a question of priorities and obviously the government ranks this issue low down. The truth is that if the government wanted to catch the mudskippers and other illegal fishermen they could do it right now by having a permanent presence on the mudflats. All it would take is a hovercraft to patrol daily at the right time before high tide or even just station itself at the back of the mudflats so that the collectors could see it there waiting. A stationary hovercraft would not frighten the birds if it remained there and the operators kept still. It is simply a matter of assigning the appropriate resources.

I urge the Hong Kong government to commit itself more to the protection of the Ramsar site. The Country Parks are very good and well run and I ask that the same effort and resources be given to the Ramsar site which is a far more biologically diverse area of land.

I agree that we should report or complain to other government agencies if the Mai Po AFCD Office is still reluctant to tackle the mudskipper collector problem.

Perhaps we can give the AFCD one FINAL chance by writing directly to the Director of the AFCD before complaining to the Ombudsman?

It is absolutely disappointing that the bureaucracy of our government is hindering its own efforts in wildlife conservation. >:(

Do remember that AFCD purchased several hovercrafts for mudflat patrol...........

May be we can also report to Audit Commission and ask them to check if the purchase of hovercrafts are justified or not.   :)

Today (5th May) six WWF staff spent the morning clearing mud skipper traps from the area in front of the floating bird-watching hides. We confiscated over 250 traps (see photo) from three mudskipper collectors. Staff also managed to find one of their access routes across the deeper water channels and subsequently destroyed a large polystyrene float and inflated rubber ring.

WWF staff will continue to undertake these operations in a bid to tackle the ongoing mudskipper disturbance problem.

What action had AFCD taken? During all my visits to Mai Po, they stayed in their air conditioned post!

I share the concern about the mudskipper collectors.  I see that the discussion has discontinued in the recent week.  Is that because fewer birders are visting the bird hides when there are less shorebirds now?

I shared your feeling.

The problem could go back to the mid 1990s and even  a longer time ago.

At that time, a lot of complaints were made to then AFD about the same mudskipper collection problem - Why there is no patrol on the mudflats?

Later, it is noted that they did some patrols in the weekdays only.

Why? They received complaints from birdwatchers when they patrolled  the site on weekends - simply because the patrol disturbed the birds and so birdwatchers get nothing from the mudflats.

That may explain why you can't see any patrol during Saturday and Sunday.

Regarding the effectiveness of the patrol, I still remember that both AFCD and the Police were poorly equipped at that time. The Police told me they could do nothing as they can't walk across the mudflat.

For AFCD, the hovercraft came to the service around 1998. That's good because they only use mudscooters before (hope my memory is correct).

Using mudscooters is easy only if the mud surface is wet. In hot summer low tide, the mud surface in front of the board walk is dry out and you can't use the mudscooters. So, the hovercraft could solve this problem.  

I think it is good to keep posting any observations of mudskipper collectors here. Tones of reports and letters can help the world change.
