Yes, it is a first-winter Bull-headed Shrike. Note the heavily barred underparts and the strong chestnut tones to the crown and nape.

No, this is a first-winter Brown Shrike; note the uniformly coloured upperparts (non adult male Bull-headed show a greyer mantle and more rufous nape and crown), the blacker mask and the lack of rufous on the underparts.

Do you have any pictures that show the upperparts of the Bull-headed Shrike, it would interesting to confirm the age.

Here is another shot of the Bull-headed shrike from a slightly different angle, though the upperparts cannot be fully seen.  Hope this is helpful to confirm the age.
