For those that didn't see it in Bird ID forum, am posting these as it appears it is likely to be an Adult Female Amur Falcon........
(Aplogies for the quality of the photos but was set up for a White-bellied Sea-eagle & looked round & saw her almost directly into the sun ?

Looking more closely at the upperparts, with pale tips to the median and greater coverts, perhaps it's not an adult female.

It is a juvenile (extensive buff tips to the upperwing). However it must also be an escape the tail shows classic cage damage, and the missing primary on one wing is also atypical of a wild bird.
